NZ Government introduced amendments to the Building Act 2004 that now cut the crazy red-tape and bureaucracy and make builders more accountable, Minister Maurice Williamson but as at 2024 it got worse not better. Many builders are now better and more responsible and the fly by nighters are limited in what they can build due to the consents etc that must be completed before work is started. Its a good move to bring about accountablility but also to stop the Council from exacting extra revenuse with never ending inspection fees etc to comply for doing what common sense can do. Like we say common sense and good building we wouldn't have all this rubbish. It will make it cheaper and easier to build homes using registered builders only. Building has gone mad in 2024 ..... but so have prices for timber; work; homes & land.........

The Building Act 2004 & regulations amended to:

  • Better accountable by builders etc  

  • Written contract for residential building projects above $20,000, & using registered builders & not the cowboys of the past.
  • Make it quicker and easier to get a building consent for certain low-risk work provided other quality assurance like engineers report measures are met. eg beams etc  

  • Exempt carports etc needing a building consent.  

  • Clarify the Building Warrants of Fitness regime and repeal Section 363B of the Act.




Plans and specifications are assessed by building consent authorities (BCAs), usually the council, to ensure the proposed building work will comply with the Building Code. When the BCA is satisfied, it will issue a building consent for the work to proceed. If the work is built to the consented plans and receives a code compliance certificate, it confirms the requirements of the Building Code have been met.

Why are these changes necessary?

There has been a general improvement in building quality since the Building Act 2004 was introduced. However the Building Act review found that the current system is more costly than necessary and less efficient, and does not provide incentives to improve productivity. Good builders have improved but this will eliminate bad builders problems. Its a guide to improve skills, to ‘build it right first time’ and increase efficiency and productivity with responsibility in mind.
